What a safe observation can include
An adult can note a repeated drip, unusual sound, change in ordinary flow, damp patch, overflow or visible issue around an accessible household fixture. A useful handoff distinguishes what was seen or heard from what is merely suspected.
Do not dig, probe, lift utility covers, enter bore or pump areas, open panels, dismantle fixtures, add dyes or chemicals, cap an unknown overflow, force seized controls, or access a meter or valve without clear authorization.

Overlapping hazards change the first move
Water near electricity, unstable ground, traffic, possible contamination or a major uncontrolled flow may require an immediate keep-clear boundary. Keep children, pets and bystanders away and never stand in water to reach a switch, plug or appliance.
Use only a familiar, accessible isolation control when the person already knows it is safe and is authorized to operate it. Uncertainty means stop. Immediate danger belongs with the appropriate local emergency or qualified response channel.
